Owlbears are still monstrosities in the new Monster Manual, so a Moon druid still can’t turn into one. Since both the druid in the D&D movie and BG3 druids can turn into Owlbears (and thus prpbaböy a lot of new players expect to be able to do so in D&D), I’d suggest a simple houserule for VALUE to make Owlbears eligible for wildshape/change their creature type to beast.
Balance-wise, there is nothing wrong with having Owlbears available as a CR 3 wildshape option, they don’t get anything that would be problematic for a player character to have access to.
that’s sounds like it could be handled as GM fiat when you are DM-ing
… don’t see why we would need a general VALUE rule for that
please keep in mind that the longer our House Rule list will be … the less people will actually read it
just for the movie:
in the movie the druid could also change a LOT … and I think you agree we should not give a 2024 druid unlimited wild shapes
… one could be ‘mean’ and say that Doric was a 4E druid , 'cause that would have worked

@Darthbinks something I forgot to mention yesterday in regards to retraining:
Retraining should include switching out a spell for spellcasters that do not prepare their spells every day, but instead can switch out one spell on level-up (“spells learned/known” in 2014, like bards, sorcerers, rangers, arcane trucksters, eldritch knights or warlocks).
As of now, such a spellcaster is never able to switch out a spell once they have reached level 20 - or once they have reached the highest level of any tier (or a mini-campaign’s level cap) and the player does not want to level them up further.
