Tiers are level ranges, meaning that T1 is level 1-4, T2 level 5-10 and so on. You can always start in each tier by making a character at the beginning of the T1 (level 1) or T2 (level 5). T3 and T4 have to be β€œunlocked” by reaching it with a character. Almost everything official (things that have been released by WotC) is allowed and check the VALUE document as only the expanded point buy is allowed. If you want to join a table you just ask the person who has offered to dm. Either here on the forum or at the place then. It is easier if you do it on the forum because it is easier to plan. The system is: Generally you play a one shot and can level up after it and get magic items (which the dm hands out), You also get downtime days which you can use to level up, do downtime activities (described by the dm or document) or trade magic items. The VALUE system runs one shots most of the time, sometimes there are mini-campaigns but they are rarer and also more multiple one-shot like. Hope that helps! ---
